Guitar Apparel

I started playing bass first and I started playing like a year and a half ago. Then a year ago, I got a guitar and started playing that. On average, I play maybe 1-2 hours a week during the school year. I know that isn’t a lot but I really don’t have a lot of free time. It’s been a year and I’m still really bad at guitar.
The hardest song I can play well is Reptilia by the Strokes ( http://www.youtube.com/watch?v=PBGz-14yv-8 ) and that song’s pretty easy…

So any tips for getting better?
What should I practice?
What are some important techniques I should learn?
What are some important chords that I need to know? And should I learn them in different positions too?
